Mr Horns, I am cynical enough to believe that the explanation is as follows: USPTO Examiners need "disposal points" to survive. An easy way to gather them is through the thing called "continuation" applications. So, there has developed in recent years an unspoken understanding between Applicants and Exminers. Applt gets its appln through to issue, but first it has to give Exr two disposal points, one for refusing the original appln, the second for allowing the continuation. What does that do, to the stats you exhibit? But, hey, I'm in Europe. What do I know? any US attorneys out there?
