It is not easy to discern what is the appropriate relationship between the national patent offices of the contracting states and the EPO.
Fundamentally a considerable measure of decentralisation is desirable, within the two goals of (a) maintaining control by the EPO of the grant procedure and (b) mantaining patent examining and prosecution skills in the contracting states. At the same time it should be recognised that the national patent offices may have a contribution to make in reducing the examination backlog.
Therefore projects of this kind are to be welcomed and encouraged. But it is essential that participating patent offices train their staff to EPO standards and in the EPO procedure/approach so that a consistent examination standard is maintained. And international cooperation in search and examination is so self-evidently beneficial that it is hard to see how anyone could be against it.
@cole: A variant of the Alicante model for the community patent is quite interesting, because here OHIM contracts national or international patent offices for carrying out examination tasks. These contracted examination institutions can be certified with prescribed procedures and rated in terms of performance. Further we have quality competition over EU examination tenders with the possibility to open the examination process up to private enterprises.
