Very interesting. Actually, something of the same is about to happen in the UK later this year. The UK patent and trade mark attorney professions will soon be commonly regulated together with solicitors and barristers, and mixed practices of the four will be permitted. The competences will not merge right away, but patent and trade mark attorneys can already get the right to litigate in IP cases, and solicitors can get the right to act as advocate in the higher courts. You can contrast the cautious, incremental UK approach with the boldness of the French approach - perhaps, as you say, it is due to their centralised culture or perhaps they have fwere lawyers in Parliament and hence lower resistance to change in the legal system!
