This agreement will not solve all problems. In some political circles in The Netherlands hostility against foreigners is becoming increasingly popular nowadays, and Dutch customs authorities are very responsive to such changes. Even Dutch people not having blond hairs and blue eyes occasionally have difficulties at the customs. I heard a story of a 100% Dutch person looking just slightly Turkish (dark eyes and moustache) who was treated very unfriendly when returning from holidays. Students from outside the EU even with valid residence permits get told by customs they must speak Dutch in The Netherlands. The Immigration Office ("IND") is known to work deliberately very slowly for some foreighners. So unless politics change soon in The Netherlands, the EPO's days in Rijswijk (near The Hague) are counted. Needless to say I personally totally disagree with this readful mentality.
